Typical scientific issues to be addressed in the facility will be discussed. The proposed facility is possible only because of the advanced cryogenic technology available at the SSCL. The facility will be a unique national resource for studies of high-Reynolds-number and high-Rayleigh-number and high Rayleigh number turbulence phenomena, and is one of the six items determined as suitable for potential funding through a screening of Expressions of Interest. The swelling in irradiated beryllium is attributed to the helium gas generated during irradiation. The present spot market has significantly higher prices than contracted, with prices as high as 1,000/mcf paid by some end users. This study reports the research and development opportunities in such a project, the technical requirements and feasibility of its construction and operation, and the costs associated with the needed facilities and support activities. The BLM’s recent crude helium auction (August 2018), priced at an average 280/mcf (with a high of 337/mcf), highlights concerns over an impending supply shortage. The group preparing this report consists of Michael McAshan at SSCL, Robert Behringer at Duke University, Katepalli Sreenivasan at Yale University, Xiao-Zhong Wu at Northern Illinois University and Russell Donnelly at the University of Oregon, who served as Editor for this report.
